實務困境：

政策倡議者們認為民意代表施行了很多不利於人民的政策，但是民意代表是人民選出來的啊，為什麼會如此？

可能的情形：

• 民意代表切實推行符合多數人利益和意見的政策，然而這個政策侵害少數人基本權利。（多數民眾關切這個政策，他們的意見也符合其利益，然而這個政策是建立在減損其他少數人的利益之上）

• 民意代表切實符合多數人的「意見」，然而這個意見卻違背多數人的利益。（多數民眾關切這個政策，但是他們的意見，實際上卻會損害自己的利益）

• 民意代表為了自身的利益，推行不符合多數人利益和意見的政策，然而他可以透過其他手段，來繼續獲得選票取得決策權力。（多數民眾不關心這個政策對他們利益的影響，而根據其他的原則來投票）
